But economic stimulus isn't the point, Alex. By that argument, we could engage in all sorts of redistributive spending - not just for students, but for everybody - all the while arguing that it doesn't matter in economic terms, because the money all gets spent.
I agree with some of your proposed reforms to loan systems, but most of your solutions come down to jacking up taxes. That doesn't sound to me like merely "helping students do what they want" - it sounds a lot more like forcing people other than students to do something they don't!
