I guess it's a little vague...

Upon reflection, point four is worded a little vaguely. It doesn't acutally say what students will be surveyed on. For all we know, that could mean we're surveying students to find out their favourite breakfast cereal.

My interpretation was that students would be surveyed on the issue of strikability of fees directly, rather than on the issue of holding a referendum on the strikability of fees. Holding a survey to determine whether or not to hold a referendum seems a little pointless -- why not just ask the referendum question in the survey?
