Approx Capacity

The capacity on the main floor is less than 800 (high 700 if I remember correctly) and the upperfloor is around 200. They aren't allowed to use the upper floor capacity due to over-crowding concerns (if they fill the main floor to capacity then anyone on the upper floor would be stuck there until someone left the building or went to the upper floor).

I believe the patio area at Fed hall is licensed at all times and that allows for the larger Summerfest capacity (but again these people need to be in that licensed area). If there isn't a licence for the area then UW would use their catering endorsement to open a bar there (UW can open a bar in any unlicenced area for a few days).
