Still not a broken promise

I don't think they are really saying anything concrete yet. They are saying that there is a possibility of tuition increases coupled with financial aid reforms taking place after the tuition freeze is up. I don't think you need to wait for a report to start discussing some of your options for fixing a problem. In fact too often governments use reports as an excuse to delay dealing with an issue.

And really my main point was that this announcement had nothing to do with a broken liberal promise. There have definitely been some broken promises by liberals (stupid OHIP premiums for one) but not nearly as many as some anti-liberals would have you believe.
