What does it matter?
If the gold standard is usefulness to UW students, and 100 UW students are getting good use out of Fed Hall, it shouldn't matter that 900 others also happen to be getting good use out of Fed Hall.
Besides, don't worry -- Feds assiduously assigns each member's fees to something that won't offend them, so you're not subsidizing ESA.
