Yeah, I was kidding.

Feds doesn't really do anything assiduously.

(Though there was more point to that statement than just joking; it's not a bad way to think about things. If you believe such an arrangement is possible, where all people are satisfied with how their feds fee is allocated, then there's really no problem.)
