The more people in there the moer staff reqired therefore labour costs go up. So yes, the more people in there the more it costs to run. Pretty simple. My memory is definitely fuzzy on this, but I believe that there is a fixed number of staff when no alcohol is being served. The Embassy should be taking care of their own stuff, so they basically need someone to lock, unlock, and maybe keep an eye on things.
This might not be the case, so if you *know* otherwise, that's fine. But if you're just guessing, well, my guess is better than yours. hah.
