It is a growing trend for churches to rent their facilities rather than own them... something Community Fellowship Church (currently one of the largest in Waterloo) did for years with the YMCA gym across town. Renting is sustainable for some groups, as long as they chose the right facility at the right price. Embassy's Sunday-service church (Elevation) has met at the Waterloo Rec Complex, and no doubt pays rent for that.
Furthermore, I'd say that the student numbers are not important at all. If Revolution night club had a 90% UW student turnout on a given night, would that justify lower rates at Fed Hall? Should Feds really charge variable rates to groups based on the percentage of their attendance that is currently enrolled at UW? Presumably most outside groups that rent Fed Hall would hope for high UW student attendence (hence the location). This includes concerts, etc.
