"Suspended indefinitely" would I suppose sound worse than "suspended for the duration of the term"... but from the sounds of it, ESA was basically in agreement that they were in violation, but felt hurt that they were suspended for the entire term. They were also put under the impression that they would not be able to act to rectify their violations until next term.
Council could have done something to at the very least change that impression.
I'm not so sure that what the exec did were olive branches. Now, I'm not on campus so I haven't been paying attention to everything, but from the conversations I've had, both parties seemed to act in an antagonizing manner and it seemed that bridges were being built only at the council meeting. So I'm really sure I even agree with the premise earlier that olive branches were offered.
But I do see what you're saying Yaacov. I suppose the IAC and the exec are agents of council when dealing with the Club but it didn't appear that way to me at the meeting. With a motion to revisit the IAC decision, and perhaps help all members of council get up to speed on what was going on, council seemed to just shrug their shoulders and send the matter back to the IAC.
