I think that Feds allowing ESA to even attempt to remain as a club is an olive branch given in good faith.

Feds has continually offered to help ESA, even in spite of the terrible things said about them and their members by ESA/Embassy people.

Feds is willing, provided that ESA can reform, to allow ESA to remain a club.

I do not think that Feds HAS to do any of these things.

However, your olive branch, being willing to drop the allegations and move forward, is not really an olive branch. First, it is a smart move by ESA, seeing as they were unfounded allegations which had not and likely could not be substantiated. Second, moving forward, i.e. reforming, is ESA's REQUIRED course of action.
