That would include Jewish people.
Earlier in this discussion, Colan and Political Analyst claimed that WPIRG's position is that, effectively, Jews can't be objects of racism, at least not here.
I'm not exactly sure what grounds they're saying that WPIRG claims this on, but I got the impression it was because Jews are a privileged group in Western society (Colan's "privilege and power" point). Roughly speaking, it isn't racism if you're the Man.
I would think that if your group can't be described as a object of 'racism', by extension your group isn't a 'race'. Thus the clause you cite may not apply.
I don't know enough to say whether this is a correct synopsis of WPIRG's views. I would find it very difficult to believe that their position against racism does not include a position against anti-Semitism.[ Parent ]
