Well, that's what you'd have to do in many cases, if only candidates could launch complaints against candidates. Otherwise Z could just launch the complain himself, and all would be well.
But if all you have is hearsay, why lodge a complaint? Surely you'd be able to find at least one other witness? If you can't, surely that's a good sign that nothing happened.[ Parent ]
