The regulations have it such that if you break certain rules you are completely disqualified from contributing to the discussion.

In order to be fined for breaking a rule there has to be proof that you did it. Do you actually believe that anyone on either team would be STUPID enough to do something that would disqualify themselves? Of course not. But, it would be really simple to take your opponent's poster, put it on top of one of yourse, and say "they did it".
