The thing is that, according to the referendum procedure, there doesn't need to be proof, and you would be responsible if your competitors did that.
See section B.2.v of the procedure.
v. Committees shall be liable for campaign violations, however occurring. [...].
It's a tricky issue: you're (almost) never going to catch someone defacing posters. However, by not requiring proof, you're bringing up exactly the issue you described.[ Parent ]
