Except that anyone can take a poster down, while only committee members and volunteers have access to posters that have not yet been put up. So a violation of taking a poster down doesn't show that the committee was involved in the breaking of the rules, but a violation of putting a poster up for the first time, which is what disqualified the YES side, does show involvement in breaking the rules by the committee or their volunteers.
