Waterloo Christian Fellowship and Campus Crusade for Christ share an office; I believe that CTRL-A also has an office. There are many others that I can't think of offhand. Feds actually has a Council procedure (Procedure 4) on office space for clubs. The clubs offices are off from the Great Hall.

And organizations do not become services just because they provide services. Feds services are in a completely different category; I'm not too sure, but they get much more substantial funding from Feds.
