I don't think that is what he is saying at all.

We need people to help out here at home as well as overseas etc. He just chooses to help out here, which is respectable that he chooses to help out at all. As long as we have people helping those in need here at home, and elsewhere around the globe we are doing a great job.

Also, this site provides some interesting statistics regarding volunteer initiatives etc. both here at home in Canada and elsewhere around the world. Check it out.
