I believed that is true. The point was if they had any they wouldn't anymore, and that seem like an acceptable metric for existing. Unlike say a country which can be recongized or not, but still has some abstract concept of existing.

Though the parent to all of this might have believed that Embassy was somehow dissolved, which of course not the case. Knowing the differences between Embassy and ESA are very important to understanding everything that is going on.

The ESA though did have some liability apparently :).
