If you read the article, it says the class starting in 2004 has a 20% probation rate. This implies that the attrition rate hasn't gone up yet, but it is about to for this class.

Perhaps you are wondering why this has happend in general, that is a much more difficult question. Possibly it has something to do with the changes in the high school program.
