About to jump, but not yet

What Albert is saying is that the attrition rate hasn't jumped yet: these
students are still in university, though not for much longer if the old rules still
apply. It's about to jump, and that's what the Faculty is trying to avoid.

The text said that the problem was about to become disastrous. It
hasn't yet.
