Though controversial policies on student issues with out enough consultation is a real problem I do not believe this is a major part of it.

It is pretty clear why they are changing the rules, because if they don't a significant section of the class in question will be forced to end their studies.

Now I am certain the deeper question of why this has been are important to both admin and students, but are likely less apparent. One can make a conjecture it has to do with the changes in curriculum in high school and in the faculty in an attempt to compensate. There could be other more specific reason though. Though answers should be publicized, but the lack of them doesn't mean the faculty doesn't have to deal with the current problem.
