a bunch of slackers

If it is true that the only reason for the high probation rate is that the class happens to be a bunch of slackers, then yes you are right about standards and quality.

There tends to be other reasons as to why this might be happening, and applying standards themselves isn't easy.

Given a testing structure that is applied to a small group of people it is hard to determine if the people are "slackers" or if the testing was too hard. As much as we like to talk about standards, even when they are set there is much give and take.
