Thank you very much, those answers are the information I was looking for. The explanations in answers 1, 2, 3, 4 and 5 were very helpful in understanding what is happening and why.
For #6, I don't think it's a conspiracy as much as an apathy. I wasn't asking for student consultation, as you seem to suggest, as I think that that is the job of the student reps who sit on the various committees (with some support from UW of course) but I think it would be very helpful to the entire UW community if memos and news stories about decisions that significantly affect community members communicated why the decision was made. I hope that student reporters and leaders will get more into the habit of asking the questions that bring out these answers.
