Uh, not only is this a gross oversimplification, but there haven't even been any survey teams brought in yet. I agree that it is still the most likely location, but calling it "a done deal" when the preliminary planning is months from being finished is just silly.

Pretty much the only thing that's been decided for certain is, "Yes, we're putting in a new building somewhere."
