Kudos on a fairly comprehensive list.

Yes, all of that is true. However, his stance seemed softened when someone suggested that the new building could be used to "seed" development on East Campus. They're going to have to build there eventually. If they didn't put the building on East Campus, I think the vibrations caused by the train tracks (disturbing sensitive equipment) would be a greater factor than the money required to develop utilities.

Someone else suggested that putting the building on Ring Road (improving its visibility) would ensure visitors notice it.

At least the administration doesn't want to develop on the toga green or the "central" green (the one bordered by RCH, CPH, Physics, Dana Porter, and Grad House) However, it could be that the developers want to put the building on the Toga green. In my opinion, that would be worse.

If I had to bet money on it, I would put my money on the B2 green. But I'd make sure I didn't bet much money.
