No new academic buildings on North Campus

According to Dennis Huber, the university got scads and scads of money from the government to build the research and technology park up there. I'm fuzzy on the details, but one of the stipulations tied to the funding was that the university cannot build new academic buildings up there. North campus is definitely not an option.
