That is an absolutely horrible location. At least B2 green is central for students of all types (and would also serve in the winter to plug a gap in travel routes as students dash from building to building). Isolating a building between busy avenue and dumpy parking lot is a bad, bad idea.
The parking lot is dead space, sure, but this isn't the way to liven it.
